The law as we know if has been replaced by Cyborg Executioners who are used for search and destroy missions. Don 'The Dragon' Wilson is hurled Through breath-taking action sequences, motorcycle chases, unending shoot-outs and some of the most exciting hand-to-hand combat scenes ever filmed. When Secret Service Agent Phillips (Wilson) is blamed by his own people, he becomes the relentless Cyber-Trackers' next target. Phillips joins forces with newscaster Connie Griffith (Stacie Foster) and Jared Herns (Steve Burton) a young rebel avenging the death of his brother. Also on their trail is his personal nemesis, fellow Secret Service Agent Ross.
