- Synopsis:
- New Orleans has the highest per capita murder rate in the United States. In the wake of hurricane Katrina the city is a battle zone, drugs and violence control the streets which are rife with powerful drug lords. Federal agent Mayor Padial (Lou Diamond Phillips) assembles a crack team of local and federal agents to do what has never been done before - go head to head with a series of crime lords including the vicious "The Dog" (DMX).
