- Synopsis:
Working undercover, FBI agent Katherine Devires (Heather Locklear) meets a drug-lord and his vicious gang. The sting, planned to put the trafficker behind bars, is blown apart in a hail of bullets. All the gang members are dead and as the smoke clears, Katherine finds herself staring down the barrel of the assassin's gun. She is stunned when the killer doesn't shoot but instead walks away. In the alter-math of the slayings, the FBI's prime suspect is Cypher (Stephen Rea) - a mysterious hit-man who always kills the same way and is waging a one man war on the city's drug dealers.
