"Kabeela" (tribe/clan) are people who still continue to lead a nomadic life. Wandering from place to place in search of livelihood and food. They are remnants of the wandering tribes of yore who have refused to settle down and integrate into the mainstream of human civilization. When Mangal (Feroz Khan), a youth from one such tribe falls in love with a girl from a village, his very own people become his enemies. But Mangal has set himself the task of convincing his tribe to settle down and become real citizens of the country. Old values and practices clash with the ideas of change and improvement setting the stage for a gripping film about social awareness.
