Salim Khan (Ayub Khan), a self supported student passes his final examination and takes leave of his best friends Sharma, Mahesh (Shashi Kiran) and Nawab Nadir (Prithvi) to try his luck in Bombay's film industry and Doordarshan. In Bombay, he lives in a rented house of Qawwal, whose daughter Rukhsar falls in love with him, but Salim is attracted towards Farheen (Farheen) whom he meets on a stormy and rainy night. Inspired by her presence, he conceives a Ghazal on 'Barsat' which he recites the next night at Doordarshan. Farheen too gives her heart to him. Commissioner Khan is well known for his ability and his strong arm measures against the criminal. He is after the nefarious under-world duo don Patil (Kaliya) and Sher Khan (Shahbaaz Khan), who are always fed up with Khan's shadow. Rukhsar feels dejected for not getting any response from Salim. Commissioner is very much impressed with Salim, and gives his consent to a proposal by his wife for the marriage of Farheen and Salim. Khan raids Sher Khan's house and is totally taken aback when he learns that Salim is younger brother of Sher Khan. Khan insults Salim and decrees his meeting Farheen. Ins. Sharma, a college friend of Salim who gives shelter to Salim and Farheen in his house, but to no avail. Khan takes promise from Farheen not to meet Salim. Farheen ignores Salim under pressure. Salim goes to Ajmer and meets his college friend Nawab Nadir and finds his best friend getting married to his beloved Farheen. Rukhsar was to perform a qawwali on Farheen's marriage, but Sher Khan and Patil (Kaliya) with their band of henchmen had other designs. They surrounded the marriage place.
