Keisuke (Jun Eto), a frequently drunken fisherman, opposed to the construction of a nuclear power plant in the seaside village he lives with his young wife, is murdered by a gang of right-wing extremists who are puppets of the corrupt contractor who is tasked with securing the location for the construction. The dead man's devoted wife Migiwa (Mari Shirato), witnesses the murder while diving for pearls, but manages to escape with her own life. After spending some time hiding and grieving, Migiwa decides to exact revenge, and a killing spree begins when she starts to hunt down all those associated with her husband's death.
