Germany, 1938. Howard W. Campbell, Jr. (Nick Nolte) is a successful American playwright and married to a beautiful actress, Helga (Sheryl Lee). Campbell is approached by a mysterious American, Frank Wirtanen (John Goodman), who asks Campbell if he will pose as a Nazi sympathiser in order to spy for the US Government. Campbell accepts. Each week, he delivers a speech over the radio. The speeches are pro-Nazi, anti-American propaganda but they all contain a coded message for the Allies. Campbell enjoys the fame that his role brings him, never stopping to think how much he is hated in his homeland. Only Wirtanen and President Roosevelt know the truth. When the war ends and Helga is killed in an air raid, Wirtanen helps him escape to New York and obscurity, that is, until in 1961 when an article appears in an American newspaper revealing Campbell's identity and address....
