As a BMW driver waits at a stoplight in Hollywood, a vagrant shuffles off the curb and starts wiping his windshield. The driver prepares to dole out some cash when the vagrant inexplicably shoots him in the face. Upon arriving and discovering the victim was a well-known drug dealer, Robbery and Homicide Detectives Katherine Shaunessy and Gary Hill fear they might have the start of something big on their hands. Meanwhile, in his dark and austere apartment the man who murdered the BMW driver, exchanges his vagrant costume for an LAPD uniform. After two more murders the drug dealing community become paranoid; especially after the disappearance of a key witness from a station filled with cops. The Officers continue their investigation despite their growing suspicion of their institution. Shaunessy's suspicions are confirmed when shots are fired into her home, and the perpetrator is discovered to be an officer. Before it is over, loyalties are reconfirmed, a family is reunited, and an officer falls in the line of duty.
