The Chinese, the British government, Hong Kong businessmen and the Mafia are all on the trail of a secret covenant on the status of the former colony, signed by Chairman Mao in 1944. And they are prepared to stake lives on getting hold of it. Enter undercover tough guy Sean Dillon (Rob Lowe), pressured by Brigadier Ferguson (Kenneth Cranham) into preventing the document from slipping into the wrong hands. That's if he can keep his eye off the local ladies for long enough. Dillon's hard-edged machismo also wins him admiration from pretty police inspector Hanna Bernstein, who cannot help but fall under his spell.
