Raging Blues (2004)

In the 1930's, coming up to Christmas, a promoter presents a large new building project to the mayor in the town hall offices of a large metropolis. In the middle of the crowded streets of the town, a young woman in rags, hands opened out, back bent over, is begging for charity from passers-by.
