Rookie cops Blair (Mario Van Peebles) and Ethan (Zach Galligan) arrive at the scene of a reported robbery to find themselves in the crossfire of a deadly shoot out. Frozen with fear, Ethan looks on as two fellow cops are gunned down. Blair is the only witness and covers for his partner. Nine years later finally it's payback time. Blair is in trouble. A cop whose maverick approach to law enforcement has taken him all the way to the top, his career is under threat. His only chance of saving it is to steal the evidence that implicates him in a shady business deal and he ants Ethan to help him pull of the heist.
