An abandoned prison reopens to implement a controversial reform program. Dr Harold Langer (James Coco) favours midnight snacks of Chinese food and free stereos for each prisoner. Warden Edward Dwyer (Paul Benedict) favours strict traditional order and discipline. But the rivalry between the two men is quickly overshadowed when horror stalks the cell-block. Unexplainable power surges, short-outs and frightening electrical shocks turn the prison into mayhem. People are missing. People are dead. The mysterious draw of electrical current is traced to an unused wing of the jail, which houses the old execution chamber, where 20 years earlier, Dwyer himself had hid and watched the grisly death of his superior, Warden Joe Callahan (John Bentley), as rioting prisoners dragged him into the chair and electrocuted him. Now, face to face with the shameful reality of his cowardly past, Dwyer must confront the ghost of Callahan in "The Chair".
