George Keefe's policeman brother was murdered four years ago and the killer is still on the loose. Flicking through the Evening Echo, a photography contest catches George's eye. One of the entries features enough detail to suggest it was taken on the day his brother died. George studies the photo; there's a girl waving at someone in a car and he can just make out the number plate. RYY80. George is stunned. Jon Deering, a top newspaper crime reporter, is intrigued by the case and agrees to take on the investigation to catch the killer.
